Procedure to Unblock Fintiba Blocked Account

Could anyone please explain the procedure to unblock fintiba blocked? Fintiba is asking for a legal document from the embassy. Would there be a problem if I reach the embassy for this document?
Should I email the embassy, or are they entertaining calls?
