If a German university doesn’t require IELTS from a student and gives him admission only with an English proficiency letter, the embassy will grant a visa to such a student or not?

It relies on the visa officer either he will accept your visa application without IELTS or he will provide you some additional time to submit the IELTS result. So be safe and do IELTS before the visa interview.
English proficiency letter only works when you apply for a visa as a PhD student. It’s difficult to get a German visa with an English proficiency letter as a bachelor’s or master’s student.
