Family reunion visa without German A1 course

Can anyone help me, please? My sister wants to apply for a family reunion visa but for 2 years she is unable to pass the German A1 exam because she is uneducated. Does anyone have any idea how she can get visa without the German A1 course?

      Your brother-in-law should hire a lawyer and file a case. The lawyer will submit the proof that she has attended the German course and tried her best to pass the exam but she failed. If she is not passing the exam after a huge struggle then they will grant her a visa. We have heard and seen some cases in which the embassy granted the spouse visa without an A1 German course.
